This is a most common question that goes way back to when the developer built out the properties. The legend through the years is roughly as follows:
At the beginning, Mr Heller, the developer, built several phases in the subdivision without an HOA. He then he decided he needed some resources to help maintain the needs of the park and lake, so he formed an HOA for the next several phases he built. Those properties were required to join.
In later phases he made it an option to join, but if the residents did not join, they were not granted use of the lake and park, as the dues from the HOA are used to maintain and insure the entrances and the park/lake. Once Mr. Heller was done with the development, he was going to turn it over to a conglomerate HOA management company unless the residents wanted to run it. The residnets took on the HOA mamgement and he tranfered the deed to the park property to the HOA. Years ago, a previous HOA board had the park gated so it is now for use of members of the HOA only as they are supporting the upkeep!
All homes still have the option of "opting in" to the HOA as long as they are within the Oak Lake Estates or Glen Oaks subdivision. We are a "home-grown" HOA that is run by your neighbors!
New members or owners will be issued a lake/park access key card through the Board of Directors. The initial Lake Key is provided at no charge to new homeowners or new members. The lake entrance is gated and monitored by video. Key cards are numbered and assigned to the homeowner. Homeowners are responsible for anyone using their lake access card.

Replacement card fees:
Lost card: $15 (previous card will be deactivated)
Second card for household: $40 (maximum 2 cards issued per household)
The park and lake hours are 6am to 10 pm. A member key card is required for entry into the park.
The lake is a quiet lake, meaning it is for trolling, non-gasoline boats and kayaks.
The fishing is amazing! We do not allow swimming in the lake due to the wildlife - the geese on the lake are prolific and there are snapping turtles and occasional water snakes seen.
The pavilion is a dawn to dusk structure, only having security lighting and video surveillance after dark. The pavilion can be reserved by members for private events. There is a rental fee of $30 for short events less than 3 hours, or $80 for longer than 3 hours to a maximum of 10pm. The HOA has a generator that can be rented for $30 a day for events that require extra power or run into the nighttime if the park is reserved. There is a required refundable security deposit of $200 in all scenarios. The pavilion area must be left clean and in good condition after use.

There are no specific rules on domestic pets, however as a courtesy to your neighbors, please be sure your pets are contained when outside. With many properties being fenceless, it is frightening to some to have a dog charge at them when walking children or pets, even if your dog is "friendly". When walking pets, owners are responsible for cleaning up after them.
We do have a Pet Directory on our Social Page and encourage owners to log their furry friends there so we can all watch out for them!!
There are specific CCR's for different sections in regard to alternate animals on the properties. See your specific restrictions on farm animals and poultry at the ARC -> CCRs page.
The developer of Oak Lake Estates and Glen Oaks built the homes here in several different phases. As in many neighborhoods, there are specific Codes, Covenants and Restrictions (CCR's) for different sections in regards to property improvements, vehicle parking, fencing, animals, etc. These are NOT actually HOA rules, but CCR's put in place by the builder. They apply to all properties in both subdivisions. See your specific section and the associated restrictions at the ARC -> CCRs page.
